Answer: No!

While the pages in this photo are indeed folded, they are an example of French folds, which are actually a method of binding. 

A single sheet is reverse folded in half so that the front and back cover are the main visible pages. The open edges are then bound together with other sections, typically using perfect binding. This increases the bulk of each “page” as they are now double-thick.  

Incidentally, this method is also the perfect way to hide bruising from foil stamping, embossing and letterpress printing.
